A Legalization certificate is an official document issued by a university or educational institution that confirms the language in which a student was taught during their academic program. It certifies that the medium of instruction for lectures, examinations, and coursework was a specific language (typically English). This certificate is commonly required by credential evaluation bodies such as WES, IQAS, ECE, and PEBC for immigration, higher education, and professional licensing purposes abroad.

Legalization is the multi-step process of authenticating Indian educational, personal, or commercial documents so that they are legally accepted in a foreign country, either through apostille (Hague countries) or embassy attestation (non-Hague countries).
Apostille is a single-step international authentication for Hague Convention countries. Full legalization is a longer process required for non-Hague countries that involves state, MEA, and embassy attestation.
Educational documents (marksheets, degrees, diplomas), personal documents (birth, marriage, affidavits), and commercial documents (invoices, MOA, POA, board resolutions) can all be legalized for foreign use.
The standard flow is: Notary or HRD attestation, then MEA apostille or MEA attestation, then embassy attestation for non-Hague countries. Commercial documents go through the Chamber of Commerce instead of HRD.
On average, 7 to 15 working days for apostille, and 10 to 25 working days for full embassy legalization, depending on the destination country and document type.
