That distinction matters more than it first appears, and it is where most confusion in this area starts.
We cannot confirm that it does. We checked the RGUHS downloads page, the examination section, the university FAQ and the application forms RGUHS publishes. None of them describes a medium-of-instruction certificate as a service: there is no named form, no listed fee and no stated procedure for one. At the time of writing, the links on the current RGUHS downloads page resolve to a placeholder, and the university directs visitors to its previous website for material published before 16 July 2026.
Several competing websites describe a routine, fixed process for obtaining an individual RGUHS MOI certificate. We are not going to repeat that, because we cannot source it. What we will tell you is what we can actually do: put the request to the university, find out what is available for your course and year, and tell you the answer before you pay anything.
In practice, graduates asked for medium-of-instruction evidence usually end up with one of three things — a letter or endorsement obtained from the university or the affiliated college, the university’s published English-medium notification used as supporting evidence, or a different document entirely once the receiving institution clarifies what it actually wants. Which of those applies is a case-by-case question, not a fixed process.

UK routes raise this more often than any other destination. It is worth understanding the mechanism, because it is not the same as handing over a document.
Where a UK assessment involves ECCTIS (formerly UK NARIC), the agency may contact the awarding institution directly to confirm a qualification, rather than relying on paperwork supplied by the applicant. That changes what is useful to you: the bottleneck is often the university’s response, not your file. Whether an MOI document or a university English-medium confirmation is accepted instead of IELTS, PTE or another English test is decided by the receiving university, regulator or immigration authority. Not by RGUHS, and not by us. Some accept it, some accept it only for certain routes or course levels, and some do not accept it at all.
We will not tell you that an MOI letter replaces an English test. Anyone who promises that is promising something they do not control.
