This surprises a lot of applicants, so it is worth being plain about it. For a non-autonomous VTU college, an official transcript is not a separately designed document. A VTU official transcript is a set of your semester grade cards (and, where issued, your consolidated marks card) together with your degree or provisional degree certificate, attested and stamped by the university, then sealed in an envelope.
Each sheet carries the university stamp and the attestation of the Registrar (Evaluation), “Jnana Sangama”, Belagavi. That attestation is what gives the copy its official standing. The envelope is then sealed, stamped and signed across the back flap.
So if a stack of stamped, attested marks cards and a degree copy arrive rather than a single printed record, nothing has gone wrong — that is the correct and complete document. It is the format WES, IQAS, ICES, CES, ECE, NCEES and universities abroad expect from Indian institutions.
Check this before you apply anywhere. The direct VTU transcript process is for graduates of non-autonomous affiliated colleges. If you studied at an autonomous college, your transcript normally comes from the college examination office, not from the VTU Registrar (Evaluation) — even though your degree is awarded by VTU. Applying to the wrong office is one of the most common reasons VTU applications are returned.
VTU is an affiliating technological university established in 1998, with a few hundred engineering, technology, architecture and management colleges across its Belagavi, Bengaluru, Kalaburagi and Mysuru regions. Many of its stronger colleges have since been granted autonomous status. An autonomous college sets and conducts its own examinations and issues its own marks cards, under a degree awarded by VTU. A non-autonomous college’s examinations are conducted by VTU centrally, so VTU holds those records.

Look at the header and the authorising signature on any one of your grade cards. If it was issued and signed by VTU (Registrar / Controller / Registrar Evaluation), your examination was conducted by VTU and your record sits with the university. If it was issued by your college and signed by its Controller of Examinations or Principal, your examinations were conducted by the college. Autonomy is also date sensitive, so a graduate from before the college gained autonomy may sit under VTU while a later graduate from the same college sits under the college. Unlike some older universities, VTU operates a partly digital document workflow. Fees are paid online through the university payment link, and the application can be submitted to the evaluation office by post or by email. For eligible cases VTU can release documents both as sealed physical transcripts and, where the receiving body accepts it, by post or email directly to the evaluator — a postage or electronic-processing charge applies.
What this means in practice: many credential bodies still require the sealed physical envelope, but for those that accept university-emailed documents, VTU’s process can be faster and cannot be lost in the post. We confirm which route your specific evaluation body accepts before we begin, because getting this wrong means paying for the process twice.
As of July 2026 the exact fees, forms and accepted channels are set by VTU and published in its examination circulars. We check the current position for your case rather than relying on a figure that may have changed.
Two things cause most of the difficulty. First, applying to the right office — VTU for non-autonomous colleges, the college for autonomous ones. Second, an incomplete USN or document set, which stalls verification. Graduates who have moved abroad also find the postal and payment steps harder to manage from a different time zone.

FACTS does not require your original documents. Clear scanned colour copies of your grade cards and degree certificate are sufficient for us to process your application.
FACTS does not issue transcripts. VTU does. We prepare, pay, file and follow up the application under your written authorisation, and arrange dispatch of the sealed envelope or the university’s electronic copy.
VTU has been conducting examinations since 1998. Recent results sit in digital systems and are usually quick to verify. Older records, and records spanning VTU’s successive examination schemes and the move to CBCS, can take longer because the correct result has to be located and matched to your USN by hand.
What makes an older file harder: a USN that changed between schemes or after a college transfer; faded or missing grade cards; revaluation and supplementary results recorded separately from the main sequence; and course or branch names that have since been renamed. None of these prevent issuance, but all of them need flagging at the start rather than discovering midway.
Many colleges affiliated to VTU hold autonomous status. An autonomous college sets and conducts its own examinations and issues its own grade cards, under a degree awarded by VTU. In practice the transcript is normally issued by the college examination office rather than by the VTU Registrar (Evaluation), even though your degree certificate carries the VTU name.

Nearly all of these bodies share one requirement: the sealed envelope, or the university-emailed copy, must travel from VTU to them without passing through your hands. Where they differ is in the paperwork that accompanies it, and whether they accept an electronic copy.
WES requires academic documents issued and attested by the institution that conducted the examinations, sent directly to WES in a sealed envelope signed or stamped across the back flap by the authorising officer, or through a channel WES accepts from the university. WES does not accept documents forwarded by students or agents. Generate your WES reference number before dispatch, because the envelope cannot be matched to your file without it.
The Canadian assessment bodies apply the same direct-from-university principle with minor differences in the covering documentation and in how the reference number is quoted.
Educational Credential Evaluators requires the documents directly from the university. NCEES matters particularly for VTU engineering graduates seeking US professional licensure: it frequently asks for course-by-course records and syllabus / curriculum documentation, which is a separate and larger request to the university than a standard transcript. Flag NCEES at the start so the syllabus set is gathered together.
German applications usually require APS certification, and ZAB verification where recognition of the degree itself is in question. Both involve the university responding to correspondence, which is where the email verification route matters.
ECCTIS for the United Kingdom and NZQA for New Zealand run their own verification correspondence with the university. PEBC and NDEB require documents sent directly by the university, commonly with a curriculum document alongside. Dataflow is the usual route for Gulf healthcare and professional licensing.
Opening a sealed envelope to check its contents invalidates it for every evaluation body without exception. If you want to know what is inside, ask for a scanned copy at the time of issuance, not by opening the seal.

You do not need to be in Karnataka, and you do not need to send original documents anywhere. Send clear scans of all grade cards and your degree certificate, your USN details, a copy of your passport, a signed authorisation letter which we provide as a template, and your evaluation body reference number if the envelope is going directly to WES or similar.
Two problems catch overseas applicants. The first is managing VTU’s online payment and postal submission from a different time zone. The second is the temptation to have the sealed envelope couriered to you. If your destination is WES or another evaluation body, do not do this — it must arrive directly from the university, so having it sent to your home address abroad and posting it on means paying for the whole process twice.
Inside the university, files stall for a few reasons: a discrepancy where a name, USN, subject or mark does not match the university record; retrieval of older or scheme-change results; signatory availability, since envelopes cannot be sealed without the authorised officer; and examination season, when the evaluation branch prioritises live examination work.

An MOI letter from VTU confirms your course was taught in English. Universities abroad, immigration authorities and credential evaluators frequently accept it in place of an IELTS or TOEFL score. It is a separate document from the transcript and we can obtain both together.
Employers, background-check firms and immigration authorities verify degrees directly with the issuing university. We handle the VTU verification request end to end, so the confirmation reaches the verifying body from the university rather than from you.
A genuineness certificate is VTU confirming in writing, under its seal, that your academic records are authentic. It is frequently required alongside a transcript for immigration and professional registration, particularly in the Gulf.
A migration certificate from VTU releases you to enrol at another university or board. Many institutions ask for it at admission, and most graduates only discover this at the last minute.
If your VTU grade card or degree certificate is lost or damaged, the university can issue a duplicate on a documented application. Older records take longer to retrieve. Send us your USN and year of passing and we will tell you honestly what is possible.
Some evaluators and employers ask for the convocation (original degree) certificate rather than a provisional one. If you never collected yours from VTU, or it was never issued, we can obtain it.
