This surprises a lot of applicants, so it is worth being plain about it. IGNOU does not print a separate narrative transcript the way many universities abroad do. An official IGNOU transcript is a set of copies of your grade cards or statement of marks, together with your provisional certificate and degree certificate, each attested and stamped by the Student Evaluation Division, then sealed in an envelope.
Each sheet carries the university stamp and the attestation of SED. That attestation is what gives the copy its legal standing. The envelope is then sealed and signed across the back flap and dispatched by Speed Post, which is the seal WES and other evaluation bodies check.
So if a set of stamped grade cards and certificate copies arrives rather than a single printed record, nothing has gone wrong — that is the correct and complete document. It is the format WES, IQAS, ICES, CES, ECE and universities abroad expect from Indian institutions.
Before you apply, find your nine-digit IGNOU enrollment number. IGNOU indexes every student record by enrollment number, not by name. A missing or wrong enrollment number is the single most common reason an IGNOU transcript request stalls, because SED cannot locate the record to attest it.
Your enrollment number appears on your grade cards, your identity card, your admission confirmation and most correspondence from IGNOU. If you have lost it, it can usually be recovered from your registered details, but that recovery step has to happen before the transcript application, not after it is returned.

Yes. IGNOU is a Central University established by an Act of Parliament, its degrees are recognised by the Association of Indian Universities, and it is accredited by NAAC. WES and the other evaluation bodies assess IGNOU qualifications on the same basis as any other recognised Indian university, provided the transcript reaches them sealed and directly from the university.
Because IGNOU is an open and distance learning institution, evaluators do look closely at the completeness of the record — every grade card for every course, the provisional certificate and the degree. A gap in the grade cards is a more common cause of an evaluation query than the ODL mode itself. We make sure the set is complete before it is sealed.
Several websites advertise instant PDF or email transcripts for IGNOU. As of July 2026 the official IGNOU transcript is a sealed hard copy dispatched by Speed Post from the Student Evaluation Division; IGNOU does not run a self-service electronic PDF transcript that credential bodies accept in place of the sealed envelope.
Where an evaluation body writes to IGNOU to confirm your record directly, the university can respond to that verification correspondence. That supplements the sealed envelope; it does not replace it. If a provider offers you a same day PDF transcript from IGNOU, ask them which division issues it and whether your target evaluation body will accept it.
Two things cause most of the difficulty: a missing or mismatched enrollment number, and an incomplete set of grade cards. Both are far easier to fix before the application goes in than after it is returned.

FACTS does not require your original documents in most cases. Clear scanned colour copies of your grade cards, provisional certificate and degree certificate are usually sufficient for us to process your application.
FACTS does not issue transcripts. IGNOU does. We prepare, file and follow up the application under your written authorisation, and arrange dispatch of the sealed envelope the university produces.
IGNOU has been enrolling students since 1985, and across millions of learners the record systems have changed over the decades. Recent results are held digitally. Older records, or records where a course was completed across re-registration cycles, may need tracing within SED before the copies can be attested.
This is a significant variable in how long a transcript takes. A recent graduate with a clear enrollment number and a complete set of grade cards is the fastest case. What makes an old file harder: a lost or wrongly noted enrollment number; missing grade cards for individual courses; a name that differs between the grade card and the degree; and programmes that were revised or renamed. None of these prevent issuance, but all of them need flagging at the start rather than discovering midway.
Nearly all of these bodies share one requirement: the sealed envelope must travel from the university to them without passing through your hands. Where they differ is in the paperwork that accompanies it.
WES requires marks sheets issued and attested by the institution that conducted the examinations, sent directly to WES in a sealed envelope signed or stamped across the back flap by the authenticating officer. WES does not accept documents forwarded by students or agents, and has applied this rule without exception to applications received on or after 1 December 2018. Generate your WES reference number before dispatch, because the envelope cannot be matched to your file without it.
The Canadian assessment bodies apply the same sealed envelope principle with minor differences in the covering documentation and in how the reference number is quoted.
Educational Credential Evaluators requires the sealed envelope directly from the university. NCEES, for engineering licensure, frequently asks for course by course records and syllabus documentation, which is a separate request to the university.
German applications usually require APS certification, and ZAB verification where recognition of the degree itself is in question. Both involve the university responding to correspondence.
ECCTIS for the United Kingdom and NZQA for New Zealand run their own verification correspondence with the university. Dataflow is the usual route for Gulf healthcare and professional licensing.
Opening the sealed envelope to check its contents invalidates it for every evaluation body without exception. If you want to know what is inside, ask for a scanned copy at the time of issuance, not by opening the seal.

You do not need to be in Delhi, and you do not usually need to send original documents anywhere. Send clear scans of all your grade cards, your provisional certificate and your degree certificate, your enrollment number, a copy of your passport, a signed authorisation letter which we provide as a template, and your evaluation body reference number if the envelope is going directly to WES or similar.
The temptation that catches overseas applicants is having the sealed envelope couriered to your home address. If your destination is WES or another evaluation body, do not do this. It must arrive directly from the university, so having it sent to you abroad and posting it on means paying for the whole process twice. IGNOU can Speed Post the sealed envelope straight to the evaluation body when you provide its address and your reference number.
Inside the university, files stall for a few reasons: a mismatched or missing enrollment number; an incomplete set of grade cards; a discrepancy where a name does not match between documents; signatory availability, since envelopes cannot be sealed without the authorised officer; and examination season, when SED prioritises live examination work.
